Bill would let more Nebraska cities contract out parking enforcement to free police for safety duties

Senator Victor Rountree told the committee LB842 would extend the authority to contract for parking operations—including enforcement services—to cities and villages that do not already have explicit statutory permission. Currently only Lincoln and Omaha have such explicit authority, supporters said.
Lynn Rex and Christy Abraham (League of Nebraska Municipalities) and Brennan Miller (United Cities of Sarpy County) testified in favor, saying contracting could relieve police of parking enforcement duties during large events and routine operations so officers can focus on public safety. Cities that have used contracting models reported varied approaches; costs and service models would be determined by local RFPs and municipal decisions.
Committee members asked whether contracting would increase parking costs and whether it would reduce police staffing; proponents said costs depend on competitive proposals and the goal would be to redeploy police to safety tasks rather than reduce staff. No opponents testified in person and the sponsor asked the committee to advance the bill.
