Lawmakers press DNR on operator forecasts, inflation and Pika road access

Do you do follow-up questions back to them... why they thought they were gonna produce, or is that because it's aggregated data?" Peltier replied that DNR interrogates field-level data internally but does not routinely ask operators to explain differences, calling operator forecasts a comparator rather than an input into DNR's independent analysis.
Several members pressed on cost and financing pressures. Representative Galvin asked whether the committee was conflating inflation and interest rates; Peltier distinguished oilfield inflation (which can run significantly higher than CPI in boom periods) from Federal Reserve rates and said industry borrowers often pay materially higher private financing rates, information that can be confidential. Committee members said those financing differentials could affect whether projects proceed.
Representative Moore asked about road access for Pika given state–federal boundary issues. DNR's Nottingham said the road-access disputes are "pretty much resolved" after Santos and ConocoPhillips reached a commercial use agreement following a Superior Court ruling adverse to the state's position; Nottingham said Department of Law would provide further detail.
Other questions explored how often major projects fail to meet expectations, Cook Inlet's ongoing decline, and how the forecast treats federal actions (Peltier said the forecast did not assume changes from a new federal administration regarding Willow). Several representatives noted the historic nature of the projected production increase and urged attention to maintaining a competitive environment for Alaska operations.
The committee did not take formal action during this session; DNR staff agreed to provide a spring update that will reflect any changes to operator plans and new data.
