County Manager Dustin Welker presented a funding agreement with the Arizona Department of Housing to receive Community Development Block Grant (CDBG) funds for a fairgrounds sidewalk project. Welker said the project is "almost half a mile, 2,500 feet of 5 foot sidewalk" around the Graham County Fairgrounds and that "the total dollar amount on this is $291,022."
Welker said some funds will be used for grant administration and warned that federal requirements, including Davis‑Bacon prevailing-wage rules, affect project costs and contracting. Engineering staff have developed plans based on Bowman concept drawings; the county will proceed to bid phase in the coming months for construction and ADA parking improvements.
Supervisor David moved to accept the CDBG funds and the board voted in favor. Welker said construction drawings are being finalized and that elements of the broader fairgrounds master plan (pond work, parking, ADA access) will proceed alongside the sidewalk work. No timeline for construction completion was provided on the record.
