Payson council approves purchase of refurbished 2008 Pierce 75-foot ladder truck

The Payson Town Council voted unanimously on Jan. 14 to purchase a refurbished 2008 Pierce 75-foot ladder truck to bolster the town’s fire response capabilities while a new truck ordered earlier remains years from delivery.

Fire Department representatives described a long-standing need for ladder capability dating to 2002 and recent reliance on neighboring districts. Captain Chad Ritchie recounted the department’s equipment history and said aging apparatus have become unreliable. Another presenter described operational benefits: an elevated master stream capable of delivering roughly 2,000 gallons per minute and compartment space for extrication equipment, which he said improves firefighter safety and response options for multi-story structures and water rescues.

Officials said the vehicle was refurbished by Brindley Mountain Fire Apparatus and had low mileage and hours for its age; staff noted it will receive a final inspection and comes with a one-year warranty. Council members pressed on NFPA useful-life guidance, staffing and residual value if a newer aerial arrives. Staff said the truck would function as a stopgap with an expected useful window of about seven years and that the town’s existing order for a new ladder could still be maintained.

Public commenters strongly supported the purchase. Laurie Martinez, a behavioral-health professional and 25-year resident, said the truck “saves lives” and urged council to view it as a necessity rather than a luxury.

Councilmember Speaker 14 moved to purchase the 2008 Pierce 75-foot ladder truck, Speaker 5 seconded, and the motion passed 7–0.

Next steps: staff to finalize purchase details, arrange final inspection and certification, determine housing assignment (Main Street or Tyler location) and schedule in-service date.
