During the Nov. 6 meeting, Speaker 5, who attended a five‑day ACC training, described it as “extremely enlightening,” saying the exercises encouraged members to “put yourself in their shoes” and would inform future decision making involving both citizens and police officers. Speaker 6, who attended a one‑day session in Denton, said the shorter workshop reinforced best practices such as having written operating procedures and ensuring a member of the public is involved in ACC panels.
The committee’s immediate business centered on a circulated draft of rules and procedures. Speaker 2 asked members to review the draft and return any final comments so that the panel could vote on the document at the next meeting. Speaker 3 said Pete had submitted edits and that two specific edits required additional research; the draft will be re‑sent for members’ last review.
Speaker 4 asked whether edits would be highlighted to make differences easier to spot; Speaker 3 said the team would "see what we can do" but did not promise highlighted changes. No formal action was taken on the rules at the Nov. 6 meeting; the committee approved the previous meeting’s minutes by voice vote and deferred the rules vote to the next session.
Committee members also emphasized the availability of guidance beyond Kent County. The meeting closed after the committee confirmed its December meeting would include law enforcement agency heads and noted the Jan. 1 date would require rescheduling.
The committee voted to accept the previous meeting’s minutes during the Nov. 6 session; no further motions on the draft rules were made, and the draft will return for final member review next month.
