He also identified two large FY27 pass‑through spending authorities: $80,000,000 tied to the tobacco settlement and $40,528,000 for the employee pension and health benefits fund (cited to West Virginia Code 18‑7A‑39). On cybersecurity, Householder pointed senators to item 31 in the FY27 general revenue request — “$7,000,000 general revenue request … for cybersecurity and other hardware upgrades, firewalls” for the Office of Technology.
When senators asked, Householder confirmed the department’s budget numbers include the planned 3% pay raise and PEIA employer cost for public defenders and said the 1‑stop shop procurement (House Bill 2002 solicitation) attracted 14 bidders with Delosoft selected as the awardee. He also reported cost‑saving measures at DOA including cutting 51 vacant Office of Technology positions and other efficiencies. General Services Director Bob Kilpatrick told the committee the Cultural Center (Building 9) shows long‑deferred maintenance, estimating mechanical work could approach $20,000,000 and noting the building had been maintained by another agency since about 2001.
