MPO approves TIP amendment to add ITS design and upgrade three signal cabinets using HEERF/STBG funds

The MPO executive board approved formal Transportation Improvement Program amendment No. 4 to add a design phase for a traffic signal ITS HEERF exchange project and to reallocate remaining technology funds to upgrade three traffic signal cabinets.
Miss Lajewski told the board the design phase is budgeted at $95,000 plus a 10% ADOT fee and the cabinet upgrade is roughly $203,000 plus a 10% ADOT fee. She said the MPO is using STBG funds, exchanged via a HEERF mechanism with the city, and that the total program amount has not changed—staff are reallocating leftover technology funds across new project lines.
Board members asked whether the ITS work was intended to enable signal synchronization on the highway; Miss Lajewski confirmed the technology is for local traffic signals in town (Mesquite, Havasu Avenue, Swanson and similar corridors). Mr. Walters described HEERF exchange as a useful local tool to add flexibility and lower project cost when funds remain from prior projects.
With no public comments, Council Member Coke moved to approve the formal TIP amendment and Mr. Elters seconded; the motion carried unanimously.
Staff said the amendment breaks previously planned technology purchases across clearer project descriptions to complete remaining work and to upgrade cabinets the city had requested.
