Committee sets later effective date and moves marijuana conviction records bill

The House State Affairs Committee adopted an amendment to House Bill 81 on Jan. 29 that delays the bill’s effective date to Jan. 1, 2027, and then voted to report the bill from committee.
Chair Kerrick moved Amendment 1 (N.1), explaining the amendment simply changes the effective date. The bill sponsor indicated support. The committee removed objection and adopted the change.
Representative Nelson, the bill sponsor, told the committee HB81 has been ‘‘three different sessions in the making’’ and urged support as a workforce-development measure for people who ‘‘have served their time and paid their debt to society.’’ The committee then moved HB81, as amended, from the House State Affairs Committee with attached fiscal notes and authorization for legal services to make conforming changes.
What’s next: HB81 will proceed to its next referral for consideration with the amended effective date.
