Senate panel seeks answers about 8 Star, the entity reported to hold Alaska’s 25% stake in pipeline project

Summary
Chair Giesel told the committee staff had located filings showing a Delaware-registered entity called "8 Star" listed as holding the state's 25% interest; staff could not readily identify board members or a clear local footprint and the committee said it will summon 8 Star, Glennfarn and AGDC representatives to testify.
Chair Cherry Giesel told the Senate Resources Committee on Jan. 30 that committee staff had looked into the entity named "8 Star," which filings list as holding roughly 25% of a project interest on behalf of the state. The chair said the filings show 8 Star is a Delaware limited liability company with a mailing address in Anchorage and a registered agent in Juneau, and that immediate public information about its management and board members was limited.
Why it matters: Committee members said they want transparency about who is managing the state's reported 25% interest and how that share is being administered. Chair Giesel said filings list Glennfarn (also spelled in testimony as variations such as Glenfarn/Glenfarnes) as holding 75% and 8 Star as the 25% holder on the Federal DOT FAST-41 project dashboard and other documents the committee reviewed.
Staff findings and follow-up: Committee staff reported they had not physically visited the Anchorage address and that the building's publicly listed tenants did not show an obvious listing for an 8 Star corporate office; staff also flagged that several filings for 8 Star, Glenfarn and AGDC shared the same Anchorage suite on public documents. Senators agreed to invite the three individuals named in filings to appear at a future meeting to explain 8 Star’s structure and the management of the state stake.
Next steps: Chair Giesel said the committee will request that the named individuals and company representatives appear at a committee meeting and explain the relationship among Glennfarn, AGDC and 8 Star and how the state's interest is being overseen.
