Allison and project manager Andrew Kamer explained the plan to improve reliability by tying in a new 24‑pound regulator alongside the existing system and to use temporary workspace agreements and permanent easements for new equipment and releases. The team said it submitted a traffic-control plan, a revised Stormwater Pollution Prevention Plan and erosion-control revisions in response to Engineering and Water Department comments and that it expects to seek a building-department waiver for activities that must run beyond normal construction hours (e.g., continuous pressure testing).
Staff reported the project is undergoing department review and offered to continue coordination; the board voted to defer the development plan review (DRP 2025-31) to allow outstanding comments to be resolved and to coordinate necessary temporary workspace and easement agreements.
The transcript records that the developer and staff agreed to continue communication with the Water Department and engineering staff to close remaining comments before returning to the board.
