Flower Hill trustees approve Rivian site plan with conditioning on landscaping and building review

Trustees voted Sept. 9 to approve a site-plan application from Rivian for a retail and test‑drive location at 1073 North Broadway, the former T‑Mobile site, subject to final reviews and conditions. Jeff Wysock, the architect for Rivian, told the board the firm had moved proposed vehicle chargers to the rear of the building and that the chargers were intended for company demo and test vehicles, not public charging. "Not for public use," Wysock said when asked about charger access.
The approval was explicit about required follow-up: the board asked Rivian to submit updated construction drawings removing a blade/banner sign and to present finalized plans to the building department for review and approval. A trustee asked for a written guarantee that the existing landscaping would be preserved and maintained; the motion passed with that condition. "Maybe Mister Glicko can come up with the guarantee about the landscaping in some form," a board member suggested during the discussion, and the applicant agreed to coordinate landscaping responsibility with the property owner.
Board members also questioned operational details Wysock had included in an August 21 letter. He confirmed proposed hours of operation of roughly 10 a.m. to 7 p.m. and said the applicant would provide any requested clarifications, including correcting an apparent overestimate in the packet of daily customer/test‑drive counts. Trustees noted that no variance was required because the building footprint and parking layout remained the same as under the prior T‑Mobile approval.
Next steps: Rivian will submit revised drawings that reflect the changes discussed (signage removal and charger relocation) and those plans must be approved by the building department before work begins. The applicant said it expects to begin exterior site work after the current tenant vacates, possibly this fall. The board recorded the approval and moved on to the next agenda item.
