The Village of Flower Hill Board of Trustees did not adopt Local Law 1 of 2025 — a proposal to limit temporary storage containers (commonly called "pods" or storage containers) on private property to 30 days — after staff and trustees recommended adding related dumpster and permitting language into a consolidated code change.
Mayor explained the purpose: residents had complained about pods left for months during construction and the board considered a 30‑day limit. Trustee discussion highlighted that the drafting should also address permitting and fee structure for construction dumpsters so the village can treat the related rules in one cohesive local law. "We will not be passing local 1 today because we don't have all that additional verbiage," the mayor said.
Staff also proposed folding the dumpster charge into building permits so applicants using a dumpster while work is covered by an active building permit would not pay a separate monthly dumpster fee. Under the proposed change the dumpster fee would be $0 when associated with an active building permit and $75 per month otherwise; staff said the change is intended to streamline resident payments, not increase revenue.
Trustees directed staff to draft the combined language and return with a revised local law and fee schedule next month for further review and a potential vote.
