Flower Hill adopts local law tying dumpster permits to building permits and limits pod stays to 30 days

At its March 3 meeting the Board of Trustees of Flower Hill adopted Local Law 1 of 2025, amending chapter 190‑5 (solid waste) to change how temporary dumpsters and pods are permitted.

Under the new law, trustees said, dumpster permits issued in connection with a building permit will be coterminous with that building permit so residents and contractors do not have to obtain a separate recurring dumpster permit. Officials estimated the village will surrender a modest amount of annual revenue ("two or three thousand dollars," as discussed by trustees) in exchange for administrative simplicity for residents.

The law also narrows the allowed duration for temporary storage pods to 30 days, responding to complaints that some residents leave pods on driveways or lawns for extended periods and effectively use them as long‑term storage. Trustees debated whether 30 days is sufficient for clean‑outs and estate work; several members said the 30‑day period is appropriate and allows renewals where justified.

The board moved during the public hearing to adopt the law and the motion was seconded; the chair observed the motion "seems to pass" and the public hearing portion was later closed. Trustees and staff emphasized that the intent is to preserve the temporary nature of pods while minimizing permit renewals for homeowners conducting legitimate work.
