Flower Hill approves parking code updates, trustees debate towing authorization

During discussion, residents and trustees raised questions about a clause that requires a mayoral order before a vehicle may be impounded and about a six-hour waiting period for vehicles parked without license plates. One resident asked, "Why do we need an order from the mayor to do this?" and asked why the village could not authorize towing through management or a designee. Trustees said the mayoral order was intended as a top-level check and could be modified so that deputy mayor or management could authorize removal when needed.
The mayor moved to adopt Local Law L and to identify the village as lead agency and deem the action a Type II under the New York State Environmental Quality Review Act (SEQRA). Trustee Smith seconded; the motion passed by voice vote.
Next steps: trustees said they would not hold the entire local law over the towing question and could amend the language at a later public hearing to clarify authorization and operational details.
