The Tecumseh Public Schools Board of Education spent a significant portion of its Nov. 10 meeting discussing the district's fund balance and how the board should define and monitor reserves.
Mr. Hilton told trustees the board currently has a 12% fund-balance goal written into policy and asked for direction on how to measure that target and what the board's priorities should be going forward. He said staff will bring a first budget amendment and updated revenue/expenditure forecasts in January.
Trustees and administrators disagreed about the proper calculation and the appropriate target. Some argued the board should measure an unassigned general fund balance as a percentage of estimated expenditures (the interpretation used in board policy 3202). Other trustees and advisers said the state's risk calculations and MSBO guidance look at unrestricted revenue and recommended a more operational measure: two months of operating cash as a minimum.
Mr. Lennar, the district finance lead, committed to producing updated projections, internal controls, and regular reports to give trustees the financial metrics they requested.
Several trustees emphasized that rebuilding reserves will require multi-year planning rather than immediate large cuts. One member said the district has added funds this year but still needs a multi-year plan to close the gap without damaging student programs. Another urged the board to define both a minimum and a maximum fund-balance target and to adopt key indicators trustees could monitor regularly.
What happens next: administration will bring a recommended set of calculations and reporting options to the budget committee and return to the full board with a January budget amendment that includes discrete goals and options for a glide path to the agreed reserve target.
