Conference committee adopts report for House Bill 11 54, advances $200,000 transfer from telephone‑users fund

The conference committee for House Bill 11 54 adopted its first conference committee report and voted 5–0 to advance changes that amend statutory citations, move a $200,000 transfer to the general fund and set timing for a new enterprise fund created in the bill.
Jennifer Berman, a drafter with the Office of Legislative Legal Services, told the committee the report resolves a conflict between HB 11 54 and Senate Bill 264 and updates statutory citations so the transfer language works with the bill. "It showed that there was a conflict between this bill, Senate Bill 264, and another bill ... the third bill was amended to remove the conflict," Berman said. She explained the conference committee report "changes the statutory citation to the Colorado Telephone Users with Disabilities Fund" and advances the transfer schedule.
Berman said the report advances a $200,000 transfer from the Colorado Telephone Users with Disabilities Fund to the state general fund, moving the transfer date to June 25, 2025, and sets the enterprise created by HB 11 54 to begin receiving fee revenue on June 30, 2025. "200,000 of that will go to the general fund," she said. She also noted the report includes a contingent effective‑date clause so the provisions do not take effect if Senate Bill 264 is not signed into law.
Representative Bradfield asked whether the $200,000 would "empty out that account" and how ongoing sustainability would be ensured; Berman responded that fees on telephone users will continue to be assessed and distributed and that she expects the telephone fund will still receive quarterly receipts so the transfer should not leave the account empty.
Representative Froelich moved to adopt the first report of the first conference committee on House Bill 11 54; Senator Judah seconded. The committee voted by roll call, and the chair announced the report passed 5–0. With that vote, the committee concluded its business and adjourned.
The report is contingent on the enactment of Senate Bill 264; the conference committee included timing language to place five days between the transfer to the general fund (scheduled June 25, 2025) and the date the enterprise would begin using fee revenue (June 30, 2025). The committee did not take separate votes on other provisions at this meeting.
