The Town of Bluff held its monthly strategic-planning check-in, where participants reported progress on succession planning and departmental operations and reviewed several community projects.
Speaker 3 said the group used task lists from Aaron to map responsibilities and contacts, calling that a “good step forward” for continuity and future staff transitions. Speaker 7 described how the succession documents and standard operating procedures are being used as templates across departments, noting, “If one or multiple people leave the organization, the organization can continue to run.” Speaker 7 also singled out efforts by Michael Havigan and Thomas (an intern) on the roads department operations manual and said Jim Cook, the airport manager, is adapting the same approach for airport operations.
Updates on active projects included a near-final playground approval and pending Community Center (CCC) final plans. Speaker 5 said playground approval is close and that associated funds will soon be available. On the CCC, Speaker 5 said architects are finalizing plans but are waiting for HVAC engineering fixes before final submissions.
Participants discussed a small procurement change tied to one of the projects: Speaker 7 and others said the increase was under $2,000; Speaker 7 specified the change as $1,950. Council participants agreed the payment step remained, and Speaker 4 said the cost increase did not require new formal approval beyond normal payment procedures.
The group also clarified file maintenance and volunteer-driven services: Speaker 6 reported purging expired files to keep records current. On the wood bank, Speaker 4 described a temporary distribution plan: Bluff will operate as an overflow facility for Red Mesa Bank and will route requests through Herbert while inventory and a standalone distribution plan are developed. "We're basically gonna operate as, like, an overflow facility for Red Mesa," Speaker 4 said, and invited volunteers to help with cutting and distribution.
The meeting ended with a motion to adjourn the regular session and convene a special meeting; Speaker 4 moved, Speaker 5 seconded, and the body voted unanimous ayes.
The next steps identified were finalizing the CCC HVAC issues with the architect, advancing the succession-plan documentation into job descriptions and an organizational chart, and following up on wood-bank equipment and volunteer coordination.
