Iowa House introduces batch of bills, marks Habitat for Humanity Day and adjourns

The Iowa House on the floor introduced a package of bills and a joint resolution, heard community announcements and approved a motion to adjourn until Thursday, Jan. 29, 2026, at 8:30 a.m.
House Joint Resolution 2005 was introduced urging the United States Congress to propose a constitutional amendment relating to the composition of the Supreme Court of the United States; sponsors referred the resolution to the Judiciary Committee for consideration. Lawmakers also read first notices for a series of House files addressing a range of issues: retirement benefits for reemployed retired members serving as school resource officers under the Iowa Public Employees Retirement System (House File 2182); an excise-tax credit on aircraft sales to the aviation fund (House File 2183); the applicability of certain nonforfeiture rules to deferred annuities (House File 2184); changes to cost-sharing rules for health savings accounts and high-deductible health plans (House File 2185); and modifications to application periods for the education savings account program (House File 2186). Several additional bills on school access, real-estate transfer tax declarations, public-improvement contract notice requirements, proof of dog ownership and penalties, school elections and bond-election requirements were likewise introduced and assigned to committees.
The chamber paused for community recognition. Representative Cisneros introduced Ella Houseman, Junior Miss Iowa 2025, and Lennox Holmes, Little Miss Iowa 2025, and noted their schools, activities and volunteer work. Representative Gustaf announced Habitat for Humanity Day in the rotunda, telling members Habitat has 19 affiliates and “built and repaired 510 houses across Iowa last year,” and stressing that “Habitat doesn't give away homes. With affordable mortgages, and they're a hand up, not a handout.” Members were invited to visit Habitat’s table.
Before adjourning, members announced party caucus locations for 9 a.m. meetings. Representative Kaufman moved to adjourn; the chair called for a voice vote, the ayes were heard and the motion was adopted.
No final votes on any introduced bills were recorded on the floor during the session; each bill was referred to the committee identified when announced.
