For the Dripping Springs Ranch Park outdoor arena grading project staff recommended awarding the work to the lowest responsive bidder following a value‑engineering process. The project team noted a broad spread of bids; staff checked contractor credentials and recommended proceeding with the low responsive bidder. Council approved the award.
Parks staff presented a contract for the Western Wonderland ice rink that covers construction and maintenance of the rink itself; council approved the professional services agreement and thanked staff for the event work.
Council also approved a FY2025 budget amendment to add funds in the utilities fund for development capital expenditures related to land and easements tied to the Howard Ranch project; staff opened a public hearing (no speakers) before the vote.

Staff noted some community benefits language may require further executive‑session review and asked council for direction.
