City staff provided an overview of the Fiscal Year 2026 budget process during the June 17 council meeting, saying this was the first of several workshops leading to adoption. Staff described the internal review timeline, the process for departments to submit line-item requests and GL-coded detail, and reiterated that council will see tracked changes between versions.
Using preliminary certified values from 2024 (presented as "a little over 2,000,000,000, almost 2.1" in the transcript), staff said the certified estimate for 2025 is higher and that, if the current tax rate remains unchanged, the city should "anticipate to bring in around 200,000 more in ad valorem tax" for FY26. Staff noted the tax rate had not been changed for the presentation and that exact numbers will be confirmed when the tax assessor-collector provides final figures.
Staff outlined next steps: continue department reviews, prepare a proposed tax rate in August to enable public posting and hearings, and hold public hearings in September before final adoption (goal: adopt a budget before Oct. 1). Council asked staff to target delivering a first draft before the July meeting so members can view department-level impacts prior to substantive line-item discussion.
