The council received year-in-review presentations from the Maintenance and Emergency Management departments and heard FY2026 requests.
Maintenance Manager Riley said the department of eight staff completed City Hall remodel work and downtown restrooms and is overseeing Mercer Street sidewalk construction (contractual completion in early August). He described ongoing paving and roadway maintenance planning, a request for a crack-sealing machine and a pavement-preservation plan covering roughly 145 streets, and proposals to add a city project manager and a fleet mechanic. Riley provided engineering estimates for mill-and-overlay work for specific neighborhoods and described a timeline for crack sealing (roughly every two years) and surface-layer overlays every five years, depending on traffic and subgrade conditions.
Emergency Preparedness Director Roman Balogun reviewed emergency plans, interagency coordination (regional emergency managers, state and federal partners), staff training requirements (ICS courses and cybersecurity), and items purchased this year (interoperable radios, vehicle barricades). Roman described a recent 10-day deployment with the Texas Division of Emergency Management Incident Support Task Force for public damage assessments in the Rio Grande Valley and requested an emergency-management specialist/admin assistant and funding for larger vehicle barriers (with potential rental revenue to offset costs).
Next steps: staff will develop budget requests for the maintenance pavement-preservation program and for emergency-management equipment and personnel for council consideration in FY2026.
