Village Grove Parkway delayed; council warns of traffic impacts at school start

City staff provided a construction update on Village Grove Parkway on Aug. 5, describing the project as a developer-constructed, roughly half-mile TMP backbone road that includes a 10-year shared-use path, landscaping and a gated HOA entry. Staff said the PDD and roadway agreements were approved in June 2022 and construction began in May 2023, with mid-September opening originally anticipated.
The project will include a temporary unsignalized connection at the 290 intersection (with left-in and limited maneuvers until Wildridge Boulevard is built and signals are activated), and a pair of coordinated signals where Village Grove meets Chestnut Ridge. Staff said the road will help relieve congestion at the 12/290 bottleneck once fully connected, but warned that the road will not be open by the council's school-start target and that the temporary traffic patterns could worsen congestion when school resumes.
Council members urged immediate coordination with TxDOT, requested staff demand robust near-term signal-management planning and even suggested having law enforcement manage traffic at critical periods if TxDOT cannot provide timely controls. Staff said they have scheduled coordination meetings with TxDOT and will relay council's operational concerns.
