At the end of its public agenda, the Planning & Zoning Commission voted to convene an executive (closed) session for attorney consultation and deliberation on legal and economic development matters.
The chair moved that the commission enter executive session to consult with counsel on legal issues related to development agreements and the PDD process and to deliberate regarding economic development negotiations, citing Texas Government Code sections 551.071 (consultation with attorney) and 551.087 (economic development). The motion was seconded and carried unanimously. The chair and counsel clarified that only items pulled into closed session may be discussed there, that counsel must be present for attorney consultation, and that no action or voting will occur in the executive session. The chair also discussed who among staff and commissioners should attend the closed meeting.
The commission then prepared to proceed into closed session; staff and counsel began turning off the microphones to begin confidential deliberations.
