Planning staff briefed the commission on ongoing infrastructure and development applications, detailing timelines and outstanding issues.
Staff said the city work on Village Grove Parkway is complete but intersection improvements at Ranch Road 12 and US 290 are under TxDOT jurisdiction; a required guardrail correction and permitting steps have delayed the intersection work by a few weeks. Staff said they are exploring a partial opening (Rob Shelton to US 290) to provide early access but will not open a segment unless it can remain in that configuration for at least a week. The tentative window described for broader opening is early–mid October, contingent on deliveries and approvals.
On intersection operations, staff said the eventual configuration at US 290 will restrict certain turning movements: delineators in the median will prevent left‑out movements and permit right‑in/right‑out and controlled left‑in/right‑in maneuvers, with full signalization tied to future construction of Wildridge Boulevard to the north.
Staff also updated commissioners on several planned development districts. The Farmstead at Caliterra has returned with substantive revisions that address prior commission concerns about building spacing, road sections and fire access. A previously proposed multifamily project (referred to as ATX Apartments/Uncle Bob's property) has been substantially reworked, now including commercial components; the applicant resubmitted a revised PDD application and staff is considering a reintroduction to Planning & Zoning and City Council. The Southern Land/PennTrak site is in active transportation coordination with TxDOT and Hays County.
