The City Council approved a resolution to revise the personnel manual, updating telecommuting procedures, paid time‑off accruals, and compensatory‑time rules.
Human Resources Director Chase Winburn outlined major changes: telecommuting requests must be routed from a direct supervisor to the HR director and then forwarded for final approval by the city administrator; the proposed holiday list would add Good Friday in place of New Year’s Eve to better match surrounding cities and Dripping Springs ISD schedules; and the accrual schedule would add incremental vacation accrual between five and ten years of service to help retain staff.
Winburn explained changes to compensatory time: exempt employees would continue to earn comp time but the city would no longer routinely pay out comp balances going forward because of the budgetary liability such payouts create. He said staff would provide training and guidance so supervisors could manage flex schedules. “With this, we’re allowing that compensatory time can be earned but not paid,” Winburn said.
Council members asked how accrued comp time earned before the new policy would be treated and how tracking would be handled. Staff said the city’s payroll software can differentiate balances earned before and after the policy change and that the approach would be first‑in, first‑out for payout eligibility where payouts remain an option for pre‑policy balances. Staff also confirmed they would provide forms and training if the telework agreements are approved.
Council moved and approved the resolution revising the personnel manual by voice vote. Staff will distribute updated policies and training to employees if the ordinance is authorized to take effect.
