Barry clarified the district was not asking to waive permit fees but to postpone payment until an interlocal agreement could set a predictable fee structure; he said that approach would keep the voter-approved project on schedule.
Council discussed whether to treat the request as a one-off or to pursue a broader interlocal agreement covering fees between the city and the district. The mayor and councilmembers indicated they wanted legal counsel to review the approach and asked that the item be added to executive session for deliberation. No final action on the fee deferral was taken in open session; council signaled staff will provide direction after closed-session review.
