Dripping Springs council accepts annexation petition for ~14 acres at 1300 Creek Road

The Dripping Springs City Council voted Dec. 2 to accept a voluntary annexation petition and directed staff to negotiate an annexation agreement for roughly 14 acres located at 1300 Creek Road.
Senior planner Varvrigos told the council the petition (Annexation No. 2025‑002) was submitted by Pat Hagelson of Tri Pointe Homes on behalf of Cypress Park/Cypress Ranch LP and requested authority to negotiate municipal services and future zoning. The applicant has indicated a future zoning request to SF‑2 (medium‑density single‑family) and presented a concept plan showing 18 half‑acre lots for informational purposes only; council was not asked to approve the concept plan that night.
Varvrigos said benefits of annexation would include enforcement of the city’s tree and landscape ordinances, compliance with dark‑sky lighting rules, and the ability to capture future city property tax revenues. The annexation will also allow the city to negotiate wastewater service; staff said reservation of service capacity (LUEs) exists via earlier easement agreements on the West interceptor, but the physical line connection is not yet complete. Staff advised a standalone utility agreement would be required for this project and that contractors have received a notice to proceed on the West interceptor construction.
Council members asked whether wastewater capacity would be immediately available; staff said it would not be immediately available but that the project is starting and that LUEs covering this property are part of existing reservations. After questions, a motion to accept the annexation petition and begin negotiations on an annexation agreement was made, seconded and carried.
Staff noted next steps would include a Jan. 27 Planning & Zoning Commission meeting for a zoning recommendation and subsequent city council public hearing and final action on annexation and zoning requests.
