Council awards $456,593.40 contract to repair Ranch Park roof

The Dripping Springs City Council approved a contract award to Elite Contracting Group for the repair and recoating of the Dripping Springs Ranch Park roof, authorizing the city administrator to finalize and execute the agreement for an amount not to exceed $456,593.40.
Scope and budget: Ranch Park manager Lily Sellers described the work as removal and replacement of 160 fiberglass skylights where needed, tightening or replacing fasteners, power washing, reinforcing and flashing horizontal seams, and applying a highly reflective elastomeric white coating. Sellers said the FY26 budget included $600,000 for the project but that a $100,000 LCRA grant anticipated earlier was not awarded; staff selected the base bid with a 10-year product and workmanship warranty to keep costs within budget and allow contingency funding for possible change orders.
Change orders and procurement oversight: Council members asked how change orders would be handled. City staff and council referred to the city's purchasing policy: change orders must remain within the overall approved budget, and staff stated that larger change orders (those exceeding $50,000) would be returned to council while smaller change orders could be handled administratively per purchasing thresholds. The city engineer (Chad Gilpin) had checked references for the recommended bidder.
Vote and next steps: A motion to award RFP ParksDash2025-4 to Elite Contracting passed by voice vote with all members recorded as in favor. Staff said the contract timeline allows 30 calendar days for contract completion with up to 60 days to begin work after the notice of award, and that application of the coating is weather-sensitive and may require weather make-up days.
