The Flower Mound Town Council on Tuesday approved a scaled-back amendment to the Southgate planned development that will allow certain internal streets in the SGM‑1 zone to be dedicated as easements and removes a required connection to an adjacent western parcel, while declining broader parking and circulation changes proposed by the applicant.
Planning staff described the applicant’s request as a set of clarifications and changes to block standards, parking orientation and internal street connections within SGM‑1. The applicant, Sam Lawrence of Cross Architects, told the council the changes would improve commercial functionality and parking efficiency, reduce cut-through traffic into the neighboring SGR‑2 residential area and support higher-density commercial development.
“Internal access that would push vehicles through the neighborhood is a concern for residents,” Lawrence said, arguing that allowing 90‑degree on‑street parking and dedicating some streets as access easements would increase on‑site parking and reduce spillover parking into nearby homes.
Council members agreed with some staff recommendations but said they lacked the certainty they wanted before approving broad changes. Several members asked for a binding concept plan that would show how the exceptions would be implemented; one council member framed prior approvals of the PD as having included promises that were not fulfilled and said that track record reduced confidence in the developer’s voluntary commitments.
After discussion, the council voted to approve only the following changes: converting specified internal streets to easements so they remain the developer’s responsibility, removing the internal Street C connection to the immediate residential area (SGR‑2), removing a connection to the western property, and correcting a typographical error in the fire‑lane dimensions. Those limited changes passed by unanimous roll call. Council members explicitly left the larger parking‑setback and 90‑degree parking requests unapproved and asked staff to require updated exhibits or a concept plan if the applicant returns seeking additional modifications.
The council’s action updates the PD text only; exact engineering exhibits and any updated concept plan will need to be submitted and reviewed before additional deviations from the existing PD are considered.
The council closed the item after the vote; applicants and staff said they would follow up with revised exhibits if they pursue further amendments.
