The Board of City Service Commissioners on Nov. 18 approved a package of personnel actions including classification and title changes across several departments, a new one-year probationary period for an incumbent in the Health Department and a six-month extension of a temporary IT appointment.
Andrea Knickerbocker presented classification recommendations spanning the Department of Neighborhood Services (a recommended business liaison/development center position), Department of Public Works (fleet acquisition manager reclassification and sanitation title clarifications), Employee Relations (business operations specialist senior), and Health Department (reclassification leading to a recommended probationary period). The commission moved and approved the classification reports as submitted.
Separately, staff recommended that Samantha Brennan, the incumbent in a Health Department human-resources role that is being reclassified to human-resources supervisor, serve a new one-year probationary period; the commission approved that recommendation by roll call vote.
The commission also approved a first six-month extension of the temporary appointment for Linda Beckham, IT Support Specialist Lead, from Nov. 23, 2025, through May 9, 2026. Lisa Gilmore, the city human-resources administrator for the city attorney's office, was present to answer questions on the extension.
Votes: Each of these routine personnel actions was approved by roll call; the minutes and classification reports were approved, the probationary recommendation for Samantha Brennan passed, and the temporary appointment extension for Linda Beckham passed. The meeting then moved on to the discharge-appeal hearing.
What to watch: The classification approvals and the probationary period may alter recruiting and job posting details in the affected departments; departments implementing reclassifications should coordinate with HR to ensure job descriptions, pay grade alignment and onboarding for new incumbents are consistent with the approved changes.
