African American museum requests reallocation of $40,000 city feasibility funds to construction costs

City staff reported that a group planning an African American museum has completed organizational steps and purchased a site and now requests the city reallocate $40,000 that was originally budgeted for a feasibility study to construction costs.
Casey Thomas, neighborhood services director, said the museum formed a 501(c)(3) and selected a site across from Texas Wesleyan University, removing the need for the feasibility study. "We allocated $40,000, which was going to be used to help fund their economic and feasibility study... Since that time, they have actually been able to... form themselves as an official 501(c)(3) organization, and then they have also selected a site, purchased a site across from Texas Wesleyan University," Thomas said.
Thomas recommended changing the use of the capital dollars so the city can pay the museum directly for construction-related expenses, rather than routing the funds through the North Texas Community Foundation as originally planned. Council had no substantive questions on the record and staff said they will proceed with the recommended technical reallocation if council agrees at the appropriate agenda item.
