Financial advisor Alex Buxton, participating remotely, said the parameters resolution sets a not‑to‑exceed $5 million principal, a maximum legal interest cap of 7 percent and an anticipated repayment horizon of about 20 years, although Buxton told the council he would solicit 10‑, 15‑ and 20‑year pricing to compare options. "Adopting the resolution tonight doesn't bind the city to move ahead," Buxton said, "but it does allow a notice of bonds to be published and a public hearing to be noticed."
Council and staff discussed why the projects were bundled — to save issuance costs estimated at about $30,000–$40,000 — and reviewed grant and budget line items. Staff noted a $250,000 capital grant in the capital projects fund and a $391,005.40 Go Ed grant in the water fund for portions of the Matthews Lane work. The council directed staff to include alternate term bids so the council can compare 15‑ versus 20‑year payments when bids are returned.
Separately, council considered and approved resolution 2025‑18 awarding landscape‑architect services for Scenic Slope Park to Blue Line Designs for approximately $236,007.95 after a competitive procurement. Staff said Blue Line scored highest on past park design experience and project approach despite not being the lowest price; council asked staff to include schedule/milestones in the final contract to ensure priority delivery.
Both actions advance planning and contracting for the city’s capital projects: the bond parameters allow the city to move toward a public hearing and bid process, and the park design contract allows staff and the selected firm to produce buildable plans and cost estimates for construction.
