Grantsville Developer Mike Olson presented a concept April 23 to convert roughly six acres near Wells Elementary into a mixed-use pocket of ground-level retail with studio apartments above, aiming to create smaller, affordable commercial spaces for local businesses and a walkable neighborhood center.
Olson described retail storefronts roughly 25 feet wide by 35 feet deep and proposed second-floor studio apartments targeted near $1,000 per month. He said the arrangement would provide a storefront character and small-unit commercial space for businesses such as a flower shop, tutoring services or small food and service tenants, while maintaining on-site management and on-site attendant staffing similar to many storage/retail hybrid developments.
Council questions focused on parking, applicable zone and code constraints, building height and fire-response access, and whether the existing PUD or development agreement needs amendment to allow residential over commercial in that location. Staff and the developer said they would coordinate with planning and zoning and consult the development agreement to determine code amendments or interpretations needed to permit the concept.
Council members generally reacted positively to the idea of smaller, affordable storefronts and walkable amenities on the west end of town and asked staff to return with recommended code changes, parking solutions and any required amendments to the development agreement or land-use maps.
