City clears upgrade to BS&A software for utility billing, assets and payroll

Franklin — The Board of Public Works and Safety on Wednesday approved a customer order to migrate the city’s financial, utility billing, asset and payroll management platforms to a new BS&A software platform.
IT Director Rick Littleton and Clerk‑Treasurer Jan Jones said the city has been working on the upgrade for months and adjusted the 2026 budget to account for the change. “The agreement before you is for upgrading all the software…we’ve been working on this project for many months,” Littleton said, noting demos, reference checks and coordination with the vendor.
City Attorney Lynn Gray explained procurement: BS&A (referred to in the transcript as 'b s and a') is a state QPA and the purchase also falls under an Indiana Code exception for compatible software products (IC 5‑22‑10‑7), which allows an exception to public bidding. Board members asked about training and implementation; staff said training days are built into the cost and unused days would not be charged. The board authorized the mayor to sign the order and approved the customer order form by voice vote.
Officials said staff will review any third‑party vendor contracts that the software supplier may use as subcontractors before those agreements are executed.
