The commission approved resolution 2026-1 to provide Ideal Food Group a $110,000 incentive for equipment purchases — structured as a $100,000 low‑interest loan and a $10,000 training grant — to support a small butcher shop on Main Street. Economic Director Kyle Markley said, “We are going to be providing a $110,000 low interest loan for equipment purchases for them to get up and running.” Commissioners confirmed the loan term will be five years and approved the resolution by voice vote, 4-0.
Commissioners also approved correcting the property record so the redevelopment commission can complete a sale at 5630 Crawfordsville Road (resolution 2026-2) and then approved a purchase agreement (resolution 2026-3) to sell the same parcel to Puppy Pit Stop for $185,000. Staff said the buyer’s due-diligence period was extended to April 10, 2026 to allow time for any necessary variances; the motion with that adjustment passed 4-0.
On procurement and contracts, the commission authorized entering a vendor agreement through INPO with Kimley Horn for the 16th Street corridor study and approved an engagement for legal services with Wallach, Summer, and Haas to support economic development projects. The commission also approved reimbursing the street department $7,719.40 from the Founders Square TIF to replace a streetlight pole that had been struck; staff said they would check whether insurance might cover the cost.
The meeting recorded routine consent actions as well: approval of December meeting minutes and a claims sheet totaling $2,988,148.06, including a noted $581,325 transfer from the TIF to the general fund tied to a 2025 school-improvement bond MOU. All motions taken during the session passed unanimously, with recorded voice votes of 4-0.
