Council remands proposed Stemmons workforce‑housing PFC project to Finance after neighborhood and fiscal questions

The council on Jan. 28 remanded a proposed Public Facility Corporation (PFC) project — a planned adaptive reuse of a former extended‑stay hotel at 6950 North Stemmons Freeway into 142 workforce‑housing units — to the Finance Committee for further review.

Developer Good Homes Communities told council the conversion would deliver 85% of units under rent restrictions across several AMI tiers, including the project’s first‑in‑PFC 30% AMI units, and that the project is not economically viable without PFC participation and the associated tax exemption and lease structure. The sponsor said $3,000,000 of capital improvements are planned, together with upgraded security and on‑site professional management; UT Southwestern representatives were reported to have toured the site and affirmed demand among medical‑district employees.

Several councilmembers raised fiscal and neighborhood concerns: multiple members asked for more detail about the mix of AMI tiers, the size of the city’s potential tax‑exemption (long‑term abatement), and whether the site’s surrounding neighborhood is an appropriate location for deeper affordability. Councilmember Willis and others noted the tract’s higher poverty rate in places, and Mayor Pro Tem Moreno moved to deny; the final vote instead remanded the item to Finance for a focused committee review of the project’s fiscal, affordability and community impacts.
