Dallas committee backs conditioned support for FRA Corridor ID step 1, urges TRE alternative and park protections

The City of Dallas Transportation & Infrastructure Special Called Committee voted unanimously on Jan. 8 to recommend that the full City Council reaffirm its June 12, 2024 resolution opposing above‑ground rail through downtown, Uptown and Victory Park and to condition the North Central Texas Council of Governments (NCTCOG) Corridor ID step‑1 study so it considers a family of alternatives, including TRE upgrades, and avoids city parks.
Ken Carley, Director of the Department of Transportation and Public Works, told the committee the Federal Railroad Administration's Corridor ID program is a three‑step process and that step 1 provides up to $500,000 to develop a scope, schedule and cost estimate for a service‑development plan. "The corridor sponsor would enter step 1 of the program to develop a scope, schedule, and cost estimate for preparing, completing, or documenting its service development plan," Carley said during his briefing.
