Michael Peoples and Deputy Director Jessica Galashaw said the plan was informed by commission work, a citywide survey and a NextGen summit; staff said a youth survey gathered about 4,300 responses and that the plan focuses on ages 12–24. Key recommendations include aligning city programming to the plan’s priorities, expanding mentorship and workforce‑development opportunities, and improving digital access and financial‑literacy programming.
Staff also announced an upcoming Notice of Funding Availability (NOFA), funded through Community Development Block Grant dollars, to support data‑driven youth safety and intervention work. Committee members urged stronger emphasis on violence interruption, human‑trafficking prevention, emotional‑intelligence supports and programs for youth aging out of foster care; staff said those items can be integrated in the NOFA and revised plan language.
Next steps: staff will incorporate committee feedback, finalize the NOFA and continue engagement with the youth commission before bringing the plan forward for possible adoption in early 2026.
