Council committee advances off‑street construction parking plan for PD‑193, leaves room to expand later

Committee members debated scope and enforcement: whether the rule should apply citywide or remain focused on PD‑193, whether to publish point scores for prioritized cases and how fines should be applied. Casey Burgers of the City Attorney’s Office said the $2,000 fine language in the draft is boilerplate and enforcement typically reads as fines per day for ongoing violations.
Vice Chair Ridley moved to advance the ordinance to full council for consideration; the motion was seconded and carried. Staff said the item could be amended later to expand geographic coverage if the PD‑193 pilot proves successful.
