Committee asks for clearer definitions, traffic-signal tallies in FY2026 Transportation/Public Works work plan

The Transportation and Infrastructure Committee reviewed the FY2026 Transportation/Public Works work plan and asked staff to clarify maintenance terminology and provide additional schedule detail.
Director Gus McNerney told the committee he will include a definitions index in the next report. McNerney described “onyx” treatment as an asphalt polymer mix that improves pavement characteristics and said “panel replacements” refer to replacing full jointed concrete pavement panels (historically 20-by-20-foot slabs) rather than partial patching. "In the next report, I will have a clear definition of all these items to clarify this issue," McNerney said.
A committee member praised the expanded report — noting it is now about 26 pages and that staff sorted projects by council district and combined bond and general funds for easier tracking. The chair requested that the next schedule include a tally of traffic signals being replaced, broken out by general fund, bond funds and grant sources so council members can see which funding streams supported each replacement.
Staff accepted the requests and said they will include the requested definitions and funding tallies in the next report or a Friday memo to the committee.
The committee also used this item to confirm how forecasted items and items scheduled for the full council will be handled and to request follow-up briefings when large capital commitments are anticipated.
