Board recommends vacation of two alleys and Tillman Avenue for Madison Consolidated Schools project

Madison, Ind. ' The Board of Public Works and Safety voted Feb. 2 to give a favorable recommendation to City Council for Madison Consolidated Schools' request to vacate two platted alleys and Tillman Avenue adjacent to the former EO Muncie Elementary School to accommodate a campus construction project.
Aaron Schmall, speaking on behalf of Madison Consolidated Schools, said the parcels on either side of the alleys and the street are owned by the school and that the vacation is part of the planned construction at the former elementary site. "As you may know, school is doing a construction project at the former EO, Muncie Elementary School," Schmall said, describing the three requested vacations.
City staff and the board discussed utilities and surveying. Staff said they are working with the district and the surveyor to draft easements to protect water and sewer lines in the area; no water- or sewer-board objections were reported. A board member noted the alleys were platted but never improved and that Tillman serves primarily as a driveway to the school.
Board members moved to recommend approval so the petition may proceed to City Council. Staff said they will prepare and file the ordinance and work with the clerk's office to place the required public notice in the paper at least 10 days before council consideration; the mayor and staff indicated urgency if the item is to appear on the council's Feb. 17 agenda.
Next steps: the City Council will receive the ordinance and the board's positive recommendation and will decide whether to adopt an ordinance formally vacating the alleys and street. The board's action on Feb. 2 is a recommendation only.
