Appointment and vouchers: The council approved the appointment of Kelly Adams, Main Street executive director, to the Historic Preservation Commission as a non‑voting member. The council also approved allowance/payable vouchers numbered 78,026 through 78,258 totaling $1,637,448.81, which included interfund transfers of $267,335.
Parks update: Parks representative Mick said crews have installed much of the water main in the city segment and expect the city section of the water main to be fully installed within about three weeks; sewer work is lagging. He said contractors have driven and parked on the trail, the county engineer raised concerns, contractors were receptive and no considerable damage was reported.
Communications: A council member asked about a citywide text alert system. The mayor said the city previously piloted a subscription text program, then shelved it, and that a new city website is planned for a March–April launch with new features.
