Amy Dismukes, an account executive with Tyler Technologies, explained the migration plan, asserted that staff assigned to the project had CJIS certification and that the company would provide migration discounts for the first three years. The vendor said the contract effectively extends five years with a quarter added (five years and a quarter) to allow initial client discounts and a phased invoicing arrangement to begin work sooner rather than waiting until January 1.
Commissioners asked about the annual cost trajectory; vendor representatives cited a year-1 SaaS fee listed in the contract documents (presented in the meeting materials) and projected increases in later years. County staff said the implementation will be covered from the IT budget and that the county had the funds to begin immediately so the project could start in October if approved.
One commissioner requested additional time to review contract details, financial projections and options before full implementation, noting that a five-year vendor commitment could limit future choices. The vendor said there are exit provisions in the contract and said the county would not be locked in without remedies. After discussion, the court approved the SaaS agreement (motion and second recorded) and authorized the county to proceed with migration plans.
The court directed staff to ensure CJIS and security requirements are met before live operations and to provide follow-up budget detail to commissioners. The court recorded the approval as a budgeted item to begin in the next fiscal year and indicated the IT budget would absorb recurring costs.
