Westfield board approves hydrant relocation, paving contract, tunnel signing authority and ground lease

The Westfield Board of Works and Public Safety on Jan. 28 approved a series of contracts and property actions to advance local infrastructure and development. Michael Pierce, director of engineering, told the board the city will reimburse Citizens Water $34,800 to relocate a hydrant that conflicts with the 181st and Grand Park Boulevard project.
"This item before you is a reimbursement agreement with Citizens of Westfield for a hydrant relocation as part of our 181st and Grand Park Boulevard project," Pierce said, and recommended approval of the $34,800 payment. The board voted by voice to approve the reimbursement.
Pierce also described a goods-and-services award to E & B Paving for the Penn Street extension after an eight-bid solicitation. "E and B won this project with was a total of $646,038.33," Pierce said; the board approved the contract.
John Nail requested authority to sign the Monon Trail Tunnel contract after bids opened Jan. 23. Nail said four bidders responded and the low bid was "significantly under the budgeted amount for this project," and asked staff to be allowed to execute the contract without waiting for a later meeting. The board granted signing authority by voice vote.
Board members approved a utility easement to Duke Energy to provide power to Station 85 after John Neligan described the need to dedicate the land for electrical service.
An unnamed city presenter outlined a 30-year ground lease with Downtown Westfield CDC to enable development of a downtown project and an entrance to a proposed public parking garage. The presenter said the lease runs "until 2055 for a whopping $1" and noted restrictive uses in the lease exhibits. The board approved the resolution to lease the parcels to the CDC.
All motions on the agenda were moved, seconded and approved by voice vote. No roll-call tallies or individual dissent were recorded in the meeting transcript. The consent agenda was also approved as submitted.
Next steps for the contracts include administrative execution of the approved agreements and coordination with utilities and contractors to begin construction and related site work.
