College Avenue Phase 1 bids come in below estimate; HRP wins at about $8.9 million

Andrew Lund (Goshen Engineering) reported that INDOT let the bids for the College Avenue Phase 1 project (job 20190022) and that HRP is the apparent low bidder with a price of roughly $8,900,000, approximately 2.5% below the engineer’s $9,100,000 estimate. The contract includes three main components: widening and reconstruction of College Avenue, a pedestrian bridge over Horneditch, and the county’s replacement of Bridal 410 (incorporated into the contract).
Lund said the county contributed funds for the bridge, and additional MPO partners provided $1,500,000 to supplement a previously budgeted $3,100,000 for construction; with that assistance and $50,000 earmarked for construction inspection, the city’s local match for construction and inspection is approximately $4.4 million. Commissioners thanked engineering staff for the favorable bid outcome and noted it was below worst-case expectations.
Next steps: staff will return with contract documents and schedule for contract award and construction sequencing.
