Goshen staff outlines 12‑month schedule to produce Unified Development Ordinance

City planning staff told the Goshen Plan Commission on Dec. 16 that the city has engaged a consultant and expects to complete a Unified Development Ordinance (UDO) drafting process over approximately 12 months.
Ross Seidegan, planning and zoning staff, said the mayor convened a task force and staff entered a consultant contract to modernize zoning and subdivision ordinances into a single UDO document. Seidegan said drafting work is scheduled to begin in January and continue over the next 6–12 months, with public input opportunities including surveys, a project website, public workshops and local officials training.
Seidegan said the goal is to return a draft UDO to the Plan Commission within roughly one year for the commission to consider and recommend to the City Council. He invited commissioners to participate in public engagement and noted the consultant provided a project schedule included in meeting packets.
Rhonda also provided the commission with an annual staff review of items processed administratively during calendar year 2025, noting nine items were reviewed through the three‑week technical review cycle that coordinates planning with other departments.
