Andrew Long of Goshen Engineering asked the redevelopment commission to authorize the city’s responsible charge (ERC) to concur with INDOT’s apparent low bidder after the advertised letting for College Avenue Phase 1 and to authorize payment of the city’s local match by electronic transfer following formal award. Long said letting was scheduled the next day and noted the city must act quickly to avoid construction contract time extensions.
Long estimated the redevelopment fund may need to provide an additional $70,000 to $600,000 above the previously presented March funding level, pending MACOG’s final determination of funding availability; he said final construction cost will depend on bid results and MACOG commitments. Redevelopment staff confirmed the budget includes a worst-case scenario allocation so the project can proceed without delay.
Commissioners asked questions and then voted to authorize concurrence with INDOT's apparent low bidder and payment of local match funds prior to the January meeting; the motion passed 4–0.
