The Goshen Redevelopment Commission voted Dec. 9 to approve Resolution 26-2025, authorizing a land contract with Serenity Property Management for two downtown parcels at 113 West Jefferson and 233 South Main.
Redevelopment staff presented a redlined contract that subdivides the current long, narrow parcels so the building will sit on its own lot and a separate parcel becomes a city parking lot. The sale price is $242,500 and the city will hold a land contract with a final balloon payment due in five years. The contract assigns utilities, property taxes and insurance obligations: taxes and utilities remain in the city's name until closing, and the purchaser must carry insurance naming the city as an additional insured. The city also agreed to assist with the water connection from roadway to building and with any required environmental vapor mitigation work if necessary. The property is sold "as is."
Staff identified Stephanie Hondrich as present and noted she is "very excited and ready to go." Commissioners moved first to accept the amended (redlined) contract and then to approve the land contract as amended; both motions passed on voice votes, 4–0.
The recorded action amends a draft previously discussed at the commission's Nov. 21 special meeting. Staff will have the purchaser sign paperwork following the meeting and circulate the executed documents to the commission.
