Committee advances bill removing mandatory OPLER sunrise review

Sen. Vickers told the House Business, Labor and Commerce Committee that Senate Bill 33 would remove a statutory requirement that a sponsor must pursue a sunrise review with the Office of Professional Licensure before filing legislation to create a newly regulated occupation. "This bill simply takes that out," he said during a brief presentation to the committee.
Committee members asked clarifying questions about process and whether the change would affect how standing committees or rules review such proposals. The sponsor and committee members described the change as procedural: committees would still be able to seek OPLER review but would not be statutorily required to do so.
No members of the public signed up to testify on SB 33. Representative Kyle moved a favorable recommendation; the committee voted to recommend the bill favorably and on to the consent calendar by unanimous voice votes. The sponsor waived further summation.
Next steps: SB 33 will remain on the committee consent calendar as it moves through the legislative process.
