Council reviews TAP grant to extend Weber River trail tied to UDOT bridge project

Tom and the city engineer, Joe, outlined two engineering approaches: shifting an irrigation ditch to create space for a sidewalk/trail (which would require permission from the ditch owners), or piping the ditch and reconfiguring grading. They also described locations where a 16-foot slab bridge would cross wet areas to avoid wetlands permitting and where telephone poles and other utilities could constrain the trail alignment.
On funding, Tom reported the TAP/UDOT reimbursement structure would cover about 60% of construction costs; the city must provide the remaining 40% match. Tom said the city can count in‑kind materials valued at about $25,000 toward the match and that River Haven’s development agreement includes roughly $19,000 toward the project. He said if the grant is not awarded, the city will not be obligated to proceed.
Council discussed public-safety tradeoffs of placing the trail adjacent to the road versus obtaining easements for separation, potential tree removal, and coordination with UDOT on a proposed roundabout at Highway 32. Council members encouraged continued engineering review and coordination with UDOT and local landowners before final design or commitment of funds.
No formal funding appropriation or final vote on construction was recorded in the meeting; council members gave direction to proceed with the application and engineering work.
The next step indicated in the discussion was to continue design coordination with UDOT Region 2, confirm easement permissions with the ditch board, and finalize grant paperwork if council chooses to move forward.
